The mathematical identity f(W) = V(W) − 1 (mod 23) — that the Book of Soyga’s Section 18 letter-values generate Reeds’s auxiliary function — is an arithmetic fact. Facts are not subject to copyright. Anyone may state this identity, use it, teach it, or build on it without restriction.

What is subject to copyright is the specific expression and compilation: the text of the pages on this site, the original explanatory prose, the confidence ledger wording, the figures. Those are licensed CC BY 4.0 as above.
